Our Strategy

The management of CYKA Petroleum Limited is committed to the implementation of world class clearly articulated HSE policies.

Outlined below are the Company’s HSE Objectives:

  • To achieve zero incidents
  • To achieve zero fatalities
  • To achieve zero Lost Time Injuries
  • To provide a safe and healthy workplace
  • To eliminate/minimize discharges/effluents from the work environment
  • To achieve total adherence to regulations, legislations and Permit to Work
  • To achieve a win-win situation with host communities

Organizational Structure

CYKA Petroleum Limited has put in place a functional organisational structure clearly showing reporting lines across the entire workforce. Roles and responsibilities are clearly spelt out to all staff to ensure understanding and total commitment to work.

All staff via line supervisors/managers are responsible for Community Relations, Health, Safety, Environment and Security within their location with the HSE Manager coordinating and managing all HSE related issues.

Hazard Management

CYKA Petroleum Limited is committed to hazard management as it affects all operations. Towards the achievement of this, the following procedures are in place:

  • General enlightenment programme for all staff on a regular basis towards the identification of hazards, the relevant controls and elimination of such hazards.
  • Carrying out of Job Safety Analysis prior to mobilizing.
  • Provision of appropriate PPEs to be worn by all staff.
  • Provision of appropriate caution signs at all locations/offices.

Risk Assessment

A risk assessment is: “a careful examination of what, in the workplace, could cause harm to people… the aim is to make sure that no one gets hurt or becomes ill”.

The following steps will be taken to ensure a hazard free and environmentally friendly workplace:

Step One – Identify the hazards

Carry out an audit of the workplace identifying anything that could be potentially hazardous. Where possible, two people will undertake the risk assessment separately and will compare lists afterwards, in case either has missed anything out.

Consider invisible hazards also – e.g. stress. Invisible hazards also include fumes – for example, photocopiers and laser printers emit ozone when in use.

Step Two – Identify who is at risk

Once all the hazards are identified and listed:

  • identify what the specific risk is, and
  • who is particularly at risk.

A list of those potentially at risk will be generated.

Step Three – Evaluate the risks and decide on precautions

A mitigation plan will be generated comprising of actions to take to remove the risk. The major purpose of doing a risk assessment is to be aware of the risks, so that action can be taken immediately to eliminate or at least reduce the risks.

Step Four – Record all the findings

We will ensure a written record of the findings is produced and made available to staff, and that they cooperate with the carrying out of the recommendations made as a result of the assessment. This might involve a change in working practice, a change in machinery or equipment, and appropriate training being undertaken.

Step Five – Review of assessments

All the assessments will be reviewed periodically, especially when and where there are major changes in the workplace, such as the introduction of new machinery or new ways of working.

Risk Assessment Form

Work Plan

For each project, CYKA Petroleum Limited shall develop appropriate plans for achieving the company’s Community Relations, Safety, Health, Environment and Security objectives. Such plans shall include details of:

  • The strategy for achieving the set goals
  • Resources to be deployed
  • Interface with clients
  • Communication
  • Schedule of HSE meetings on a regular basis

Performance Monitoring/Audits

CYKA Petroleum Limited shall be involved in regular monitoring of the performance of Community Relations, Safety, Health, Environment and Security issues with a view of documenting any non-conformity and putting in place corrective measures. Regular audits will be conducted for all phases of operation.

Documentation of all vital project statistics such as RTA, MTC, Toolbox Meetings, Near Misses etc. shall be kept.

Community Relations

CYKA Petroleum Limited believes in maintaining a cordial relationship with the host community towards achieving a win-win situation.

The implementation strategy shall be the following:

  • Regular communication with host communities.
  • Recruitment of qualified staff from host communities.
  • Involvement in local development projects.
  • Liaison with elders and community Council of Chiefs.

For the resolution of any dispute or misunderstanding that may arise in day to day working in host communities, the action plan shall be as described below:

  • Peaceful resolution of any major crisis shall be of high priority, hence root causes for the misunderstanding shall be established.
  • The Community Liaison Officer/Company Relations Officer shall employ dialogue in finding a lasting solution to the issue(s) at stake.
  • Where an agreement cannot be reached internally, the Company P.R.O. will notify the local contractor providing labour.
  • The management of CYKA Petroleum Limited shall inform the community Council of Chiefs, where management cannot reach amicable resolutions through the local contractor for a lasting solution.
  • In the event that all the above fail, the Chairman of the Local Government shall be contacted.
  • Meanwhile, management shall suspend all activities at site if the safety of lives and property cannot be guaranteed and notify client of actions taken.
  • In the face of a worsening situation, the Management shall evacuate all personnel from the site until all issues are resolved and the atmosphere ascertained calm for normal operations before site re-opening.

Safety

CYKA Petroleum Limited Safety policy is that any job that cannot be carried out safely will not be embarked upon at all. We believe that most accidents are caused by lack of thought and care and can be prevented if simple safety precautions are observed by all.

The Company does not expect any staff to work under hazardous conditions; instead, when in doubt about the safety aspects of any job, the worker is advised to consult the Supervisor or line Management.

To buttress Management’s commitment to safety, the following has been put in place for all staff:

  • A safety handbook is to be issued to all staff and those of its Contractors. The purpose of this handbook is to serve as guidance on HSE Standards that this Company expects from all in its employment.
  • Safety Stickers and Banners are to strategically be placed in work locations.
  • Accidents are to be investigated promptly and steps taken to prevent their recurrence.
  • Participating in regular Health, Safety and Environmental meetings shall be mandatory to all our staff and sub-contractors’ staff.

In addition, the Management of CYKA Petroleum Limited is committed to, via line management, the following:

  • Ensuring that all operations are carried out safely and in accordance with the company’s HSE standards and Work Instructions.
  • Ensuring that all operations are carried out as to protect the environment and prevent pollution.
  • Ensuring that an approved HSE Execution Plan which specifically addresses the hazards of the work, shall be put in place.
  • Ensuring that staff are trained to carry out their duties competently, safely and with due regard for health and the environment.
  • Ensuring that staff are equipped with the necessary protective clothing and equipment.

Emergency Procedures

Staff, during Induction Training, will be instructed on basic Emergency Procedures such as:

  • Location of mustering points
  • Emergency telephone numbers
  • Warning tones and location of Emergency Alarm
  • Alarm testing
  • Names of appointed and authorised emergency personnel
  • How to raise an alarm during emergency

Work Site Safety

  • All basic work site safety rules must be obeyed such as:
    • No consumption of alcohol, drugs or other intoxicants on site
    • No indulgence in horseplay and fighting
    • No smoking in undesignated areas
    • Wearing the appropriate PPE
    • Proper decent house keeping
    • Obeying Permit to Work rules and other written work instructions

Office Safety

  • To prevent accidents in the office, basic precautions must be followed all the time.
  • Staff must be conversant with such safety precautions associated with:
    • Electrically operated equipment
    • Access ways
    • Handling of equipment
    • Fires
    • FIRE extinguishers, types and their uses
    • Hazardous substances

Health

Employees shall work within healthy environments that meet all statutory requirements and societal expectations.

Employees and their immediate family will enjoy free medical benefits. This is up to a maximum percentage of annual gross earnings, which varies according to employee status. This benefit will not be extended to other relations.

The Chief Medical Officer of CYKA Petroleum Limited clinic shall provide expert advice and recommendation to Managers concerning their employees’ health. Consequently, only employees’ sick leave notices from our clinic or those of public hospitals shall be recognized and acknowledged. Monetisation policy ensures cash option to be paid to staff if medical facilities are not used. Employees certified ill shall be prevented from CYKA Petroleum Limited work locations.

CYKA Petroleum Limited offices and work locations shall be provided with adequate supply of medical first aid facilities to arrest emergency situations before complete medical attention is received.

In the event of medical evacuation outside Nigeria, CYKA Petroleum Limited will provide an SOS Assistance Programme through an International SOS Organization, with headquarters at Aberdeen. When called upon, the organization activates a worldwide multilingual network of physicians, nurses, paramedics and other medical specialists, who are always available for 24 hours a day, 7 days a week.

The Environment

It is the policy of CYKA Petroleum Limited to protect and preserve the environment, and in the event of an unavoidable impact, to clean up and restore environment back to as close as possible to the initial condition.

CYKA Petroleum Limited is committed to recover and restore worksite after contract completion if activities have negatively impacted the worksite. CYKA Petroleum Limited is in working alliance with reputable technical partners whose various experiences can usually be called upon at any time or on a need basis. In the team are professionals who are very conversant with the industry practices as well as world standards and statutory legislations on Environment.

CYKA Petroleum Limited and its Associates are committed to carrying out all operations in line with client environmental execution plans and all relevant legislations.

Emergency Evacuation Plan

Security

It is CYKA Petroleum Limited’s policy to always evaluate the security risks associated in our various work places as it relates to staff and property and put in place security measures. These measures may be additional to that put in place by the Client.

Thus:

  • CYKA Petroleum Limited shall engage the services of Security Personnel to ensure surveillance at sites. They could be from the local community or from licensed Security Agents.
  • Security personnel will be well equipped with communication gadgets and properly trained on their usage.
  • The use of Identification Cards to visitors to premises shall be encouraged for ease of identification.
  • The reporting line for security issues shall be from bottom to top; while ensuring the flexibility of access to the Managing Director for urgent issues.
  • Security Meetings shall be held regularly (weekly/monthly), formally and informally between all parties and levels.
  • Security Plans shall be reviewed on a monthly basis.

Forms of Security shall include:

  • Control/restrictions of personnel movements
  • Control/restrictions of traffic movements
  • Inspections of personnel/luggage/installations

Asset Protection Measures include:

Measures that conform with set Standard Security Improvement Design Measures (SIDM) and could be combined or in isolation depending on evaluated level of risk.

  • Perimeter fencing/provision of gates & locks etc.
  • Installation of security lighting
  • Provision of anti-burglary devices such as close circuit monitors etc.
  • Restriction/Regulation of access to facilities
  • Staff Identity Cards

The Security focal points will be the security staff, safety officer, line manager and the Managing Director.

Contingency Plan

CYKA Petroleum Limited shall establish a contingency plan in the event of a general break down of law and order in work environment. This could mean resorting to the Nigeria Police Force (NPF) for assistance.
